Travel insurance - is this normal and reasonable?

We have an annual travel insurance policy for DH and I as a perk of our bank account, his is free and I pay £15 per year as I am mildly asthmatic.

We have just come back from a holiday in Europe where I fell over, pure accident, not caused by any medical condition I simply turned my ankle on cobbles and thought I had sprained it. As I could walk on it I did not seek medical attention so bought an ankle support and painkillers. On return to the UK it was still a bit achey so GP sent me for an x-ray and found it to be broken so it is now in a splint thingy as too late for a cast.

The renewal has come through for the next year's insurance and I have been told I will have to pay the £15 for asthma cover and an extra £45 as I have had a broken bone within the last 6 months. Why? We are not going away again for a while and once it has healed it is not an ongoing condition so why would it cost more? It's not even as if we made any claim for it

Does anyone know if this is normal insurance procedure?
