arriving in the UK with grandchildren

I recently brought my 2 granddaughters, aged 4 and 6, home from France for the remainder of the school holidays. On arrival at Heathrow, I was understandably asked several questions at passport control, as the girls are my daughters and do not have the same surname as mine. The officer suggested that I should have a letter of authority, which is obviously sound advice, however, I feel anyone, including myself could write such a letter, which would therefore mean nothing. I have tried to contact Border Control, but cannot find a phone number, address or e mail address which is relevant. Has anyone had the same experience, do you have any advice to offer? This will be an ongoing problem, as my family live in France. The passport officer told me that it was within her rights to refuse to allow me to bring the girls in to the country. They do both have British Passports.

A notarized letter from a Solicitor together with permission from the mother would be helpful in such cases.
