Not from the UK so don't understand this system. Ds may qualify for a contextual offer. uni says, if so it will be 1 grade lower than standard offer. if standard offer is A star, A, A then what's 1 grade lower? AAA or A*AB?

Likely AAA

Unless he wants to study maths when I would expect them to ask for A* in maths a level. In reality I don’t think a contextual offer means much as if the students given higher offers drop one grade they will probably still get onto the course.

They usually specify the contextual tariff, in line with the general concept of one grade down or usually they’ll want AAA on an Astar AA course. What does it say on the website for that course? Or tell us the course

Usually the Undergraduate Entry Requirements section of the School website will specify a range of offers. The higher offer is usually the standard offer and anything lower is contextual.

As far as admitting students who didn’t make their offers goes, the situation is mixed. In a good year my School does this only for Mitigating Circumstances. However before a School goes into Clearing the admissions tutors will often admit most Firm and Insurance applicants who have made the published Clearing offer, as these have already expressed genuine interest.

It says standard offers Astar, A, A. Contextual offers one grade lower

DD had one offer where it was contextual and 1 grade lower than A star AA and they said either AAA or A star AB (both would be accepted) but it could also just be one of those. If it isn't on their website under entry requirements or similar (normally is) then if it makes a difference e-mail / phone their admissions team who should be able to clarify.
