Results. Got 59.75% so only .25% off a 2.1.
He's got limited WiFi so I can't talk to him.
Should I mention appeal or remark or strikes or anything! I feel so bad for him.

Graduation is not that important to everyone - I didn't even go to mine. So I wouldn't rule out appealing on those grounds unless your ds has said it really matters to him. The important thing to me was getting the right job post uni.

I’m on the appeal committee for my university. We would not consider an appeal against academic judgement and no checking of marking etc would be done, for a borderline case. Checking and moderation are done before the board and at the board they will consider borderline cases. Appeals can be on the grounds of misconduct of the board - not following their published procedures, or information not available, for good reason, at the time of the board. The OPs son does not appear to meet either of these criteria to me. “I think I should have a better degree” is the commonest reason for an appeal and it is never successful unless there is more to the case.

Definitely agree if there are either mitigating circumstances or evidence of significant procedural error by the university, but if neither of these apply then a student who appeals misses out on graduation and gets nothing at all in return. A lot of students don't think about this when they want to appeal on grounds that are obviously going to get them nowhere. Better to know in advance!

But in any case, this is almost certainly all irrelevant because I don't know of any university where (at least in my subject) they wouldn't automatically award a 2.1 to anyone with 59.75.
