X-ray letter - this can't be right, can it?

We have just been sent an appointment letter for an X-ray (it's a general departmental letter that goes to all patients) which includes the following Important Information for Female Patients 12-50 Years of Age:

"In order to comply with legal requirements it is essential that this examination is carried out within 28 days from the start of your last menstrual period (the day you start your period is day 1)."

In other words, it can be done any old time! Shouldn't it say 14 days, or 12 days, or while you are actually having your period, just to be on the safe side?

It does also say that if you think you might be pregnant you should telephone the dept first, but you might think you weren't when you were...

Our X-ray request forms have a section for 'Declaration of non-pregnancy 10/28 day rule'. The doctors permission is required if procedure is to be carried out over 10 days after LMP and the patient thinks she might be pregnant or doesn't know. Our nurse keeps hpt's to be on the safe side. It looks like this is a typo on the letter and should read 10 days instead, it doesn't make much sense otherwise.
