respiritory problems/ permanent mucus/asthma in 6mnth old

Any advice appreciated.
Is this normal? My DD is nearly 7 months old, and since she was brought home (day 3 of her life) she was immediately blocked up (nasal)
since a few weeks old, she has been very mucus-y. A lot of rumbling (loose mucus) on her upper part of chest, but when she thankfully coughs this clears, but leaves behind a horrible wheeze.
(Ive tried steam/humidifier etc)

I am asthmatic and frankly her breathing sounds like mine at times. For the past 6 months I have been nervous about taking her to the gp as they palmed it off as 'happy wheezy baby syndrome' - whatever that is (she always perks up at the surgery and sounds much less wheezy).
Last week however, I took my camcorder and played it to my dr where my daughter was clearly NOT happy and in pain each time she coughed up phlegm.

I have a ventolin (blue) inhaler finally prescribed for her but to be honest it doesnt seem to make any difference at all

do you think she should see a specialist?
Would you be worried if your child had an almost permanently runny nose and a ton of mucus in their lungs all day every day?

Push for a specialist, also have you any animals at home.

My DS was like this. I have kept him off dairy since he was one and he has been much better.

thankyou both. no pets here but we do live in an area where there are backlands beyond our bedroom window - basically looks like a jungle.
Also, I think its quite polluted here - we are in a 'valley' at the bottom of 3 steep hills in london.

oneplusone - I have thought about dairy too, and tried watering her feeds down and the food I give her is non-dairy. Not had much effect..
