PIP phone interview not in person

Hello- just wondering why someone would be allocated a phone PIP interview and not an in person one? My husband has been ill for more than three years, and applied for PIP after the first year. He had an in person interview but didn’t get awarded anything - and while he should have asked for his case to be reassessed he didn’t as he’s the type who doesn’t like to make a fuss. Fast forward to now and he’s reapplied as he’s still significantly impacted and will not be back to full time work- but this time he has a phone interview. Does this mean anything or has it changed to mostly phone interviews in the last couple of years? I was hoping it might mean that they are actually taking his doctors info etc seriously now and that he might be more eligible given he’s still unwell two years later. But maybe I am just wishful thinking.

My understanding is that a lot of them are phone interviews as they are interviewing most applicants compared to before when many would be awarded based on evidence.

Most people have phone assessments or video assessments since lockdown .They are meant to be returning to more fact to face assessments but it seems to be a long time coming.

Ive had imn person, phone and video calls over the years. In more recent years its been phone or video call. They ask the same questions. Its just they have more to get through these days I was told. I'm not sure if previous assessment or amount of evidence has anything to do with it (I'd doubt it probably more likely to be to do with speed of assessment and staff in your area).
