Can a pharmacist provide anti fungal cream for a child?

DD age 9 has what appears to be a fungal patch on her thigh, quite high up, just a bit lower than her groin. We are not long back from our holiday where she did a lot of swimming. Took her to a pharmacist today (female) who was initially very reluctant to look because of where it was. Eventually agreed to look, and agreed it looks fungal, but said she cant provide any cream and we would need to see a GP because of where it is and her age.

Does this sound right? We've had stronger creams provided by pharmacy before for my younger child. Should I try another pharmacy? Don't want to have the hassle of trying to get a GP appointment with school only just starting back if I don't have to.

Yes it is skin on her thigh. I did consider this, but I'm always wary with her being a child. If it was me I would!
