Second molar not erupted at age 15. Can this still be normal range?

Yes. They are reluctant to X-ray as say they feel tooth just under gum. I am not sure if I need to push for X-ray

They might need to cut the gum to expose the tooth and possibly use a brace to pull it into place. I would push to have an x-ray and a referral to your local hospital orthodontic department as the waiting list will prob be long - more than a year. Meanwhile if it comes through by itself in this time that would be good and nothing further would need to be done.

What would cause it to need to be pulled in to place? Is it sometimes just “one of these things”?

I have been worried as google says impaction or ankylosis

The x-ray will show if it is growing in the correct place or growing sideways. If the latter, they might use a chain to pull it straight. Would ask for that x-ray and then just go from there.

My daughter had to have her final baby tooth removed and oral surgery to expose the tooth at age 15/16. It was all done as part of having braces fitted. Apparently her tooth was quite high and would have come down in the wrong place hence not pushing the baby tooth out.

We were the same. The orthodontist removed the baby tooth and then she had a gap for about six months during her braces treatment while the tooth came through.

Apparently removing the baby tooth sends some sort of signal to the adult tooth to grow through the gum and as long as the teeth either side aren't in the way then it should come through fine.
