I need dental help, any advice

Hi mums.
I am hoping a dentist will see this or a dental assistant or a dental medical student.
I have receding gums on my front lower two teeth, from a piercing I had 15 years ago. The gum is flappy and sore and is never going to heal. I've been told this, and been advised the only thing I can do is maintain it for the rest of my life to keep the pain and sensitivity at bay.
The periodontal surgery I would need would be over £1500 and I do not have and will never have that much money to pay for it.
I asked my dentist to take them out to let the gum heal and then get a bridge. The tier 3 dental payment I would be able to afford, he said it's not an option as would damage the healthy teeth around the area.
Is there really absolutely nothing at all that could be achieved with an nhs dentist?
I'm sure the recession is getting worse and nearly showing bone. My dentist doesn't seem that phased, just said to get it cleaned and maintain it.
It's impossible so much debris is getting in and it's beyond sore. I can't go to the hygienist every week.
What would you do?

As an ex-dental nurse, what I would do is to contact the London dental teaching hospitals. They need patients for trainee dentists (all the work is highly supervised, of course) so may be able to help you.
