GP won't register me without proof of address?

My GP insists I can't be registered without proof of address. I've provided my tenancy agreement but it's outdated as we are currently out of tenancy (as agreed with landlord) and the receptionist said I need a valid one. I'm waiting on a bank statement in the mail but it will take a few days and I need an appointment ASAP. Any utility bills are in my partners name.

I read on the nhs website that I don't need any proof of address to be able to register. I'm super confused and don't understand why they're being so difficult with me. I live in wales, if that helps.
I'm not sure what to do, the other GP in my area isn't taking in new sign ups at the moment.

I had to ask for an "unregistered appointment" while my registration stuff was being sorted (did need proof of address too, used a council tax bill). I did have to explain that the issue was urgent and couldn't wait etc too

Can you not just get added to a utility? It’s only a quick conversation with them.
Do they not accept print outs of bank statements?

Do you have anything with your name and address that could suffice whilst you sort out more official evidence?
Print out an online bank statement, or show it to them on your phone?
Council tax / electoral register?
Why have you not registered with a GP before, while your tenance agreement was in force?

If you need to be seen you can be registered as a temporary residen until you have proof of address .

Have they specifically said they won't see you or that they can't register you. They aren't the same thing are they?

Could you get an appointment as a temporary resident? Council tax bills should come in the next month or so. Is your area electing a new police commissioner as if so you should also be getting a voting card soon too?

Can you open a bank statement on phone, screenshot it, then edit out bits you don’t want them to see?

I was told "you can't make an appointment unless you're registered with proof of address" 🤷🏻‍♀️

Ring a different GP and say you are visiting friends and its urgent. They have to accept you as a visitor. Say you are not registered anywhere or write your last previous registration.

Bank or credit card statement?
Drivers licence?
Pay slip?
Benefits letter/statement?
Phone contract?
Electoral register confirmation from when you moved?

You must have something it sounds like you’ve lived there for over six months at least if your initial tenancy is out of date?

You can download a bank statement Immediately if you online bank. What about building society? tV license. Council tax?

What about a mobile phone bill? I've never had them in the post but you can log on and print one out if need be.

You should be on the council tax if it's a joint tenancy? They asked for the names of all the adults. Voter registration, p60? Anything from hmrc/benefits? Letter from your employer, your drivers licence (by law you must change your address)?

Should add, I registered recently and I had to prove my identity and address with 2 forms of Id (I used drivers licence and council tax)

I have just moved and have asked my bank for a statement with new address on, I normally do paperless.
Do you have a driver's license ? I have changed mine but am still awaiting it back. I'm on regular medication therefore I needed to register ASAP

It's very rare that someone who claims they live at an address can't provide any evidence. Indeed, you should be registered to the address for council tax and voting purposes.

I'm sorting proof of address today, but what I should add is that the NHS website says I don't need proof of address to sign up, and the only reasons to turn down a sign up is if they're full, I'm rude or abusive to staff or that I live too far away.
Idk why it would say that if it's not true🤷🏻‍♀️

are you on the electoral or named on the council tax bill?

They like to have proof of address to register you as a permanent patient to ensure you are in their boundary. However they cannot insist on it. However we do ask patients of no fixed abode to request a letter from the homeless services so we have an address to put on their records but they would not be refused to be registered.

You can get seen as a temporary patient until you have the required paperwork, we don't ask temps for proof of address because they live outside of the area so there is no point, before adding them as an immediately necessary patient. We do request that temporary patients only register with us if they are staying with relatives who are our patient. People in the area for working or otherwise, no questions asked.

Speak to the Practice Manager as this is not correct, I work in a surgery in Wales so I know what I'm saying is right but I know procedures vary from surgery to surgery.
