I suffer/suffered from this big time. Do not use duel (oil/water) eye make up removers which are very popular for the eyes. My friend finds YSL touché éclat causes this, I find Benefit Boi-ing brightening concealer (was Erase Paste) causes this. I'm not sure if The Body Shop still sales it but their Aloe Vera range worked for me especially the eye cream with probiotics. Now I use a Lancôme eye cream and do not use the offending products so I'm kind of under control with the eyes. I have been known to slap on olive oil, steroid creams, Nivea Blue and facial oils.

Go to a practice nurse/GP to rule out blepharitis (red, itchy eyelids) before putting cream on, as creams could inflame it if it is that. I had it and rather than cream was put on a regime of washing my eyelids with hot water and a weak solution of baby shampoo morning and night. Also, sadly, no eye makeup and had to throw away all my old eye makeup. It did clear up after a few weeks of really careful washing.

I had this about a month ago and pharmacist said seborrheic dermatitis. Weleda skin food has helped. (Chemist gave me cortisone cream initially that just made it worse)

I get this. I've recently conquered it by using zerobase cream. I buy a huge tub for about £10 and use it for eczema and and a general moisturiser. I put it around my eyes as often as I can.
I never wear make up.
