Is this german measles??

dd (13 months) developed rash on her tummy and chest yesterday and today has spread to her back. No other symptoms at all and no temperature. doctor said it's just a childhood rash and only worry if she gets other symptoms. i did ask him if he thought it could be measles, and he said no, but i didn't mention german measles

Has she had her MMR?

Many childhood viruses cause a rash like you describe.

Or could it be a reaction to something - new clothes, washing powder etc?

here is a description of german measles, also called rubella:

Signs and Symptoms

'Rubella infection may begin with 1 or 2 days of mild fever (99?100° Fahrenheit, or 37.2?37.8° Celsius) and swollen, tender lymph nodes, usually in the back of the neck or behind the ears. A rash then appears that begins on the face and spreads downward. As it spreads down the body, it usually clears on the face. This rash is often the first sign of illness that a parent notices.
The rubella rash can look like many other viral rashes. It appears as either pink or light red spots, which may merge to form evenly colored patches. The rash can itch and lasts up to 3 days. As the rash clears, the affected skin occasionally sheds in very fine flakes.'

What you describe doesn't really sound like rubella.

Sounds like heat rash or similar. My dd had measles (not sure which one ), she was unwell with a sore throat and temperature she had it for a few days before the rash appeared.
