Soft lump in groin area

Looking for some advice for my dp. Just above the base of his penis and to the side he has a soft swelling that comes and goes. It is tender but not painful. He sometimes gets it if he's bursting for a wee. It may stay up for a few hours then disappear. He doesn't have it that regularly but it has been up and down for the last 6 months unbeknownst to me! I want him to go to the docs but he says it's nothing. Any ideas anyone?

Inguinal hernia. Easily fixed as a daycare, but if left alone may eventually get "stuck" and cause lots of pain and problems, so worth going yo the GP for a surgical referral.

Thanks everyone. This does seem a possibility would it go up and down though? He said it feels like a soft liquidy lump. Is there any other way of telling if that's what it is?

How weird I was just going to post about myself. I have a swollen groin on my left side not a lump but a swelling and I often get a little achy pain for a few seconds. It doesnt hurt generally but if I lean against something it hurts for a few seconds. I can tell it is swollen as is bigger than the other side when you touch it. I can only describe the swelling as just being bigger than the other side like if you sprain your ankle there is not necessaily a lump but it swells up. Disappears and feels flat when I lie down- could this be a hernia???
