Anyone know about NHS dental charges?

My husband went to the dentist yesterday because he had toothache and they did a temporary filling. They charges him the band 1 cost of £17.50. The filling only lasted 6 hours so he had to go back today. They did a proper filling and another trmporary one on another tooth (which they missed yesterday). He has had to pay the band 2 cost of £48. I was under the impression that band 2 included everything in band 1 plus fillings etc. Surely he should have only had to pay the difference. I'm sure this was the case last time I went. Does anyone know what the correct procedure is or where I can find out?

The initial charge would probably have been band 4 which is emergency treatment and attracts a patient contribution of £17.50. The definitive treatment (if it was a filling) would have been band 2, the other temporary filling should be replaced with a permanent one under the same band so you shouldn't have to pay any more. The check up and x rays if necessary would also be included.

£209. That is band three and includes anything in a lower band.

That's in England. Scotland & NI are different btw.
