Lower carb eating

My dh is diabetic and overweight, his nurse has suggested he cut his carbs by 25%, to keep his sugar and weight down.
I cook all the evening meals, how do we go about it? We don't want to do Atkins or a no carb thing, most of our meals currently focus on one meat, one carb, some veg, eg spag Bol, roast dinner, chicken/ prawns and noodles, curry and rice.
Would brown rice/ pasta help. 2We're happy enough to eat that?
He eats a whole meal sandwich for lunch everyday, what should he have, does a jacket have any less carbs?
Is there a good guide as to what he should be eating and how to count them? I'm familiar with my fitness pal which I know will count, and wonder if this might be the best way, if only I could get him to fill it in.

My DP is doing this. He eats a large omelette with bacon and spinach for breakfast, lunch today was small thin steak with brie and large salad, dinner will be lamb chops and veg/salad.
I got him a low carb gourmet cook book and he's doing his own cooking.

We cook a lot using beans and pulses, instead of using potatoes, rice or pasta. Occasionally we have brown rice or pasta and only ever wholewheat bread. We make a lot of soups and stews esp in the winter. It has helped DH lose weight and also we don't have that really full feeling in the evening.
