Dry rot (red dust?) is it very harmful to health?

We've had this dust in our kitchen since about July but it's only in the last month we've had a clue what it might be when FIL suggested it might be dry rot.

Our crappy slumlord refuses to come and look at it and after a month of trying we've now called in the council.

They sounded quite concerned about it and said that it is serious, and am a but worried now. What are the implications? Is there anything we can do (OTher than move out which I'm hoping we'll be doing in the next month!)

bumping...Just found a really bad bit in the kitchen. Not sure whether to clean it or leave it for the council to see?
