Is it only on certain web pages? For example, those containing Java apps - I find those pages don't like scrolling well on my system.

If you are on a smaller page that only has a little bit of scroll from top to bottom does it still do it?

Does it do it in non web based documents (e.g. a word doc)?

You say it's a new PC... is it perhaps doing a lot of stuff in the background such as downloading software updates (this would affect download speed of mumsnet pages, but not usually scrolling).
Have you tried another web browser, to see if that is also affected - for example, if you use Microsoft IE, try installing FireFox.
Is there some CPU intensive process running - can you bring up Task Manager and see what processes are running?

Arrrgh yes, I net that is it NN. I bet the windows updates are downloading playing catch-up.

Jerky scroll bars on a web page are normally an indication that the page is still loading. Is it still Jerky when the whole page is there (i.e. it says 'Done' in the bottom right of Explorer)?

I get this when my graphics card is on the blink, and it's running on the bog standard windows drivers.

If it's a new PC it may not have had the graphics drivers installed. Could this be it?

Presuming you're on Internet Explorer, there's an option for smooth scrolling..

Tools/Options/Cant' remember which tab..
