Time format - any thoughts appreciated

Are times always formatted with a semi-colon on computers and phones? So it would say 08:43 rather than 08.43.

Are there any instances where an email would have the time formatted with a full stop rather than a semi colon? I have never seen this but am being told it may be possible.

Just curious for rationale behind the question, why would you want dots for time? I thought dots are for dates rather than time. Are you trying to automate something based on time and somehow want to truncate separated by dots?

The relevant standard requires colons as date separators. You've used a colon in your example 08:43. A semi-colon would be 08;43. That has been the standard for a long time so I would be surprised if there are any email clients that don't conform but I can't rule it out. However, that standard only applies to the email headers - by default, those are hidden when you look at an email. How email is displayed on your computer or phone depends on how time is normally displayed in your locale. If your device locale is set to Finland or Germany, for example, it may show 08.43.
