The cheapest legal way is about £120/year using the Creative Cloud Photography Plan (20GB).

If this is actually needed for school or university then they may be able to make it available for less (or free).

I pay £9.98 a month on a rolling subscription. Very handy and can cancel at anytime within reason. It also means you get the most up to date version rather than buying the full package every time they release a new updated version.

I would get an older version, CS6 I believe you can buy second hand online or buy a key code as a one off fee - it then never needs to be paid again nor is a subscription version. Ok it's not the most recent version but I don't (as a designer myself) think you necessarily need the latest version, this would do me fine TBH.

You can get CS6 if you don't mind a version which may not work properly on Windows 10 and none of the tutorials on YouTube will target.

Not all the newer pc or Mac's support older versions of Photoshop.

Does she know about free open source software Gimp? (Ignore the name 😬). If she only needs something for homework projects, rather than having to learn Photoshop as part of a course, then Gimp might be enough. I actually prefer it to Photoshop.
