Parental control mobile phone data

I'm searching for a solution for my soon to be 11 yr old. He wants a smart phone for secondary and fears being bullied/ostracised without one. My default was no, no need to have out the house, you can have a brick phone for day to day and a smart phone at home weekends. But I wonder if there is a technical solution? Basically I don't want him to have access to data (browsing/social media) in the weekday away from WiFi which has good parental controls on. I'm assuming i can turn data off in his contract, but any apps/other suggestions?

You can turn mobile data off in the settings, but he will be able to turn it on again easily...
There are parental control apps for smartphones, but I don't know much about them I'm afraid.

Thanks, I've looked at Norton... And there is circle and circle go (which are new to the market)... But I've no experience of us ability and their webpages are not clear as to the data on/off issue

I use Screen time labs app for android. Costs 2.99 a month and has controls for bedtime, school hours etc. You can change times to suit and even block specific apps.

Get an android phone and Qustodio. Even my wannabe hacker 13yo can't get past it. Not an iPhone they have some built in restrictions but 3rd party controls are easily disabled.

Just make sure you get a contract with no data, then he'll be WiFi only.

I couldn't find an easy solution to this, OP, so I took their SIM out of their android phones and gave them a brick phone. They now have a "gaming" phone and a "communications" phone. It's a bit clunky to do it this way, but it works. DD14 hates texting me on it, though!
