Ok, I admit I'm a complete techno idjit.

My dd is only 9 so I don't want a mobile phone.
She needs something to allow her to record her voice or musical instrument for practice aid. It would be good if it also allowed downloads of pre recorded tracks for pleasure as well.
We don't have a huge budget
I would also need a bit of explanation how it would work.
Any help, thank you

Hmm, my stepdad has had MP3 players which have had a record function.
That may be the sort of thing you need. You could download music from say Amazon (they sell MP3 versions of quite a lot of things these days), or use Windows Media Play to convert existing CD's you have into MP3 format and transfer the files to the device using your computers USB port.

Philips Mix (argos) says it does voice recording.

The problem with these devices is that they can be rather small and not have very good navigation of the music tracks. Recording quality may not be that great, though it depends on the microphone the manufacturer has used.

This looks like the user manual (pdf) for the Phillips GoGear Mix product sold by Argos. More Details on the product - Philips SA5MXX04KN

You could buy a cheapish microphone and plug into your PC. There are a few free bits of software such as Krystal which allow you to record multiple tracks and edit them. I do a bit of home recording (guitar, drums, vocals, etc) and whilst I have more expensive equipment now, I managed to record a few songs just with a webcam mike and whilst it was not the best quality, it wasn't as bad as I expected!
