Help needed selecting new laptop

I'm buying a laptop for our Community Council, so its really just for minute taking and emailing etc, but I can't decide between these 2. Max budget is £400 to include MS Office. Any help appreciated, and open to suggestions on other makes and models. I need this to last :-)

I wouldn't buy a laptop with Windows 8 while you can still get Windows 7.

I'm not sure how much you would pay for MS Office? A quick look suggests that a license bought from a reputable buyer would be £150, which won't leave enough for a decent laptop.
I would have thought the free LibreOffice suite would be suitable?

For makes and models, I would suggest Toshiba, HP or Lenovo.

I seem to be able to get Office for around £89, I think this is when I buy a laptop from the same company.

I can see office Home and Student edition for around £90. I would not expect that license to be valid for use on a Community Council laptop, but I could be wrong.
