What sort of monthly budget are you willing to consider ? It might be that someone can suggest a tariff that provides what is needed, but it would help to know what you consider as affordable.
Is there any special reason for wanting the Tocco Lite ? Reason for me asking is that looking at the Three.co.uk website I found they have the LG Viewty GT (also known as LG GT405) at 15 pounds a month on their 'Texter 100' tariff. 15 quid gets 100 minutes/month plus 5000 texts, 500 MB of internet data, Free Skype-to-Skype, Free Windows Live Messenger, Free Voicemail, and 5000 Three-to-Three minutes.
Having free voicemail means the phone can be off during the school day (if allowed at school) and not be hit with charges to listen to any messages. The SMS limit is higher than many people can use and if anyone else in the family has a Three mobile, then calls would be included.
I'm still a bit concerned about data allowance of 500 MB because downloading things like music tracks can eat that 500 MB quite quickly, although various people say they don't hit 250 MB in a month, so maybe I'm just assuming teenagers would be heavier users, without any proof, just 'gut feeling'.
Comparing the LG with the Samsung, LG has 5 Mpixel camera (vs 3.1 Mp), can have 8 GB microSD card (vs 16 GB, but neither are cheap!), can handle internet data at high speed (3+ Mbps) as it has 3G, missing from Samsung.
The Samsung does have Java support and allows for downloaded games, unlike LG, so that might be worth checking if he has particular games in mind.
Lastly, comparing the two, the LG has lower standby time - up to 250 hours vs Samsung having up to 800 hours, and 3h 30 min talk time vs 10 h on Samsung. Figures from www.gsmarena.com.
Obviously if the Samsung is really important, then go for it, but another option might be to look for a different mobile which supports wi-fi access (as that would give more flexibility to use a wireless router when at home, or visiting friends' homes, or possibly at other places like cafes (or hotels on family trips)).
Sorry if that doesn't help, but wireless is something I'd put higher than paying lots more cash each month for internet access 'on the move' because so few of the 'via the phone' allowances are good value for money - perhaps because large portion of monthly fee is to cover cost of the mobile phone offered to customers for 'free'.
