We got ours from Dobbies, they were very heavy on their own so by the time we put some rocks in the bottom and soil on top, there's no chance of moving them. They don't sell them online though, because it'd cost a fortune for delivery - we had this problem with a lot of places.

You could use normal pots and put a lump of quick setting ready-mixed concrete or mortar under them. You can get it in tubs from DIY places.

One suggestion I read is to remove the bottom of the pots using an angle grinder. Ths way the plants achor themselves into the soil and need less watering and cant be lifted up/removed.
But of course this only works if the pots are standing on soil and not concrete/paving etc.

I've heard of a device like a hinged spike, which you fasten to the paving, lower the pot onto the spike (so you need a pot with a large drainage hole) and then bend the spike over, so that the pot can't be lifted. I can't, though, find a picture online. I did find this, which seems to do the same thing. Otherwise, aim for maximum weight.
