How to plant lavender plugs

I ordered some lavender plugs and they've just arrived. Each about 2cm tall. Can I plant them straight into the garden and if so how much space should I leave between them? Any advice welcome.

Hoping to end up with a lush lavender border but no idea how long this will take. Thanks.

Lavender dislikes winter wet and tiny plug plants plopped into the ground might not survive the winter. I would pot the plugs up into small pots of gritty compost and over winter in a greenhouse/sheltered place and then plant into their final positions in the winter. Plant about 9 to 12 inches apart and you will have a lovely thick planting by the end of next summer.

It would also depend on the variety - French lavender (the ones with tufty bits on the end of the flowers) are less hardy than the traditionally sort grown.
