Any ideas what this plant might be? I've been looking for a plant with a small-footprint and upright evergreen foliage and this could work! Any other recommendations welcome, particularly if also drought tolerant.
I was wondering if its a type of iris but I don't think they tend to be evergreen.

Possibly iris foetidissima, stinking iris. Think its a native uk iris, very insignificant greenish yellow flowers. Evergreen.

It looks like Crocosmia new shoots. They can sprout up quickly early on in mild weather, in a sheltered spot (not evergreen though).

If you're looking for an evergreen with similar leaves, how about one of the newer varieties of Daylily such as Hemerocallis 'See You Tomorrow'.

Or:
a dwarf conifer such as Cupressus Goldcrest Wilma - the dwarf lemon cypress;

a small leaved Hebe such as Emerald Globe;

a compact Heuchera such as 'Winter Joy' or 'Coral Petite' or 'Peach Crisp'.

Snap a leaf and smell the sap, if it smells like meat it's stinking iris.
