Suggestions for bushy shrubs for North Facing garden

I have a high planter at the front of my house- it's over a meter high off the ground as our front garden is on a slope with a parking area cut into a hill. It's bare at the moment and I'd like to plant some evergreen shrubs that will grow wide and bushy but not more than about 50cm high so they don't block the limited light to the front windows. Its north facing so not tons of light. I like things like hebe. Any suggestions please?

Sarcococca? I hate the smell but most people love it. Or a dwarf Philadelphus. They do smell amazing and are fine in shade. Or you could buy a box alternative and do a topiary sort of thing..

Skimmia - in theory will grow too big but they're so slow growing & you could cut it back.
Vinca (periwinkle) - could trail it down the sides
Lily turf
Bedding plants - begonia or busy lizzie
Hellebore
Choisya - a dwarf one, might not flower much but has good foliage and can clip
Add ericraceous compost and grow dwarf rhodedendrons, or pieris (will ultimately get too big but can be cut back and is slow growing)
