MN Gardening Hive Mind - what can I plant in this bed that won't upset my neighbour?

Four years ago we redid our driveway and planted four Phormiums in a raised brick-built bed adjoining the road. They were gorgeous, low maintenance, and looked good all year round, but sadly they were causing problems for our elderly neighbour who couldn't see past them when she turned out of her drive. After she narrowly missed hitting a cyclist recently we have relocated them.....now we don't know what to plant instead.

The bed is quite narrow (50cm) and not shaded at all. Need something that:

Doesn't grow too big/high
Looks good all year
Low maintenance (don't mind a bit of pruning but don't want to be constantly messing with it)
Works with the garden lighting (2x uplighters in the bed)

I'm totally uninspired! Does anyone have any ideas?

Photos attached, of the bed just before we dug out the Phormiums; also the view from NDN's drive, so you can see what the problem was (note DH's "safety bin", with a hi-vis tied to it, to stop the buses hitting us on the way past 😁)

What a shame :( could she not get a mirror fitted to improve the view?

How about something like lavender? Or just bedding plants?

I'd go English lavender but make sure you get a compact variety, some can get very big.

Prostrate rosemary has nice flowers and doesn’t grow too high.

A house near us has a rockery at the end of their drive and I think something similar would fit your bill, particularly with the uplighting and desire for little or no maintenance.

The design just uses dwarf and ground creeping conifers in a variety of colours and textures and it always looks good. Obviously you need to choose the really low height varieties and plant carefully for your neighbour's exit visibility. If you want some colour, add heathers for autumn and winter and bulbs for spring and summer.

Really like those dwarf hebes@Lovelyview . Nice mixture of varieties, evergreen, and doesn't look like they will get too big.

I'm going to say no to lavender, as it's my absolute gardening nemesis - I can never keep it looking good.

I did think about a rockery @martinisforeveryone, maybe with some conifers and alpines. Might need a bit of "artistry" with rocks, gravel and planting....I think I need a browse in the garden centre. I have an alpine trough in the back garden, and it does need a bit of upkeep - some plants tend to dominate others if you're not careful. I'm not particularly bothered about colour - for me, this just needs to be an easy bed, as I've plenty to do in the back garden.

Will look at verbena - don't know much about it.

Regarding my neighbour and mirrors - it wouldn't help, as she's not looking around a corner, just down a straight road, with something blocking her view. Bless her, she came round this evening to say thank you for removing the plants, and gave us a bottle of prosecco.
