What is this?!

A plea for help, please from someone who has absolutely no gardening knowledge whatsoever (as I’m sure will become apparent)!
This weed is growing in our back garden and we thought we’d gotten rid of it last summer, dug up roots, put weed mesh down but it’s back with a vengeance.
Anyone know what it is and how to get rid of it permanently?

It looks like young bamboo. I have loads of it everywhere

Thank you so much everyone for your investigative skills!
we’ve spoken to the neighbours and when they planted their bamboo, they dug quite a shallow border before putting the bamboo border down so I think we need to get them to revisit it…and maybe dig a trench on our side? Is that right?
I have been googling…

We have bamboo in our garden (inherited). It’s a nightmare, out of control. It’s becoming recognised as a menace plant and we’re now in the process of just getting rid completely. Can’t quite afford to professionally (quoted £3k!) but they advised to keep cutting it / weed killer continuously until it essentially gives up.
I appreciate as it belongs in your neighbours garden though, that’s another issue!
