I recently turned a patch of lawn over for a veg garden. The ground is very heavy, I've been offered horse muck to dig in. Is it too late to do it now before planting veg.

Is the manure already aged/composted, or fresh? Horse manure, especially stable manure, needs months to break down, as otherwise it is too strong and will damage plants. So, only add it now if you plan to wait a long time before planting, or if it’s already aged.

It’s great manure if you can wait long enough to use it.

It is old stable manure.

If it looks like soil and smells nothing like poo when it arrives, put it on and dig it in. If it’s not broken down (clumps) or has any whiff of farmyard then either put it on the compost or in a corner and leave until the autumn before you dig into the bed.
