Hydrangea? That will like having soggy roots in winter because of the clay but it might need watering in the summer if it gets dry. They flower for ages and you get the beautiful Lacey flower heads over winter.

You can improve the soil by adding organic matter (manure, bark) so even if you choose plants that are ok in clay they will still benefit by the soil being improved.

Hydrangeas are lovely but not usually great on the fragrance so you'd need to choose one known for its scent if that's important to you.

Other ideas - mahonia - lovely yellow fragrant flowers, evergreen so year round interest plus they flower in winter which is a massive bonus when everything else is dormant.

Philadelphus - white flowers, very pretty and fragrant, there are a few varieties, both single and double flowers.

Fuchsia - not fragrant but so pretty and colourful! Again many to choose from but they come as both shrubs and annuals, so be clear what you are buying.

Weigela - easy to grow shrub, don't think they're known for fragrance but nice flowers, again lots of different ones, some with gold/yellow/variegated leaves.

Nearly all shrubs will grow beyond a metre in time but most things can be pruned to keep small, but obviously you don't want anything that grows big fast, not buddleia for instance!

Have fun!

Viburnum x burwoodii will scent the whole garden. White rather than vibrant. Difficult to get both vibrant flowers and scent, because vibrant flowers, esp orange and red, are aiming for hummingbirds as pollinators, fragrant flowers are particularly aiming at moths, so often have white or pale violet flowers to show up in the evening.

Came on here to say , I'm no expert but Fuchsia just beautiful .

salvia purple and bloom
syringia
erysimum

these all thrive in my clay...just dig in a lot of compost when planting.

Viburnum x burwoodii will scent the whole garden.

These are lovely and have an amazing scent, but do NOT plant one close to your house! Their roots go very deep (more than 2 metres in our case) and can cause subsidence on clay soil.

Dwarf lilac.

Choisya is nice and suits the cottage garden look.

Do be careful, some of the recommendations here can grow really large. How about lavender? I've just planted some russian sage, a small variety. Try to get plants that are good for pollinators. Violets at the front maybe and foxglove at the back.

Winter flowering; witch hazel, winter jasmine, sarcococca, (whitch hazel and winter jasmine will need gentle pruning to keep them small)
Spring; dwarf rhododendron, Daphne odora, azalea (check for the scented ones and growth rate)
Summer; lilac, jasmine, mock orange, honey suckle (will need to keep honey suckle well pruned to stop it dominating the garden)
Autumn; heather, Oleaster, Rosa munster-wood
I have lots of variegated Ilex as you need male and female bushes to get the berries, I know they are not scented, but I love them for flower arrangements in the winter months.
Rosemary is one of my favourites, mine flowers all year. Lavender has a long flowering period and once it's established is pretty tough. Lemon balm, whilst not a shrub, has a fabulous scent, but like mint it's tenacious and will take over your beds if you don't keep it in check. Lemon scented thyme is also quite tough, although might require a bit of frost protection.
Clematis Armandii is an evergreen climber with an excellent scent, but you might want to keep it in a pot to stop it getting overly dominant.

Hebes, loved by insects, long flowering and evergreen. I love the miniature ones, they form lovely rounded shapes.

How about a Salvia hot lips? They flower from April/May to November and the bees love them. They are a type of sage so the foliage has a great herby scent. Very little maintenance needed… I cut mine back this week to about a foot tall and it’ll grow back to about 1x1m by May and stay a similar size until Nov, then no need to prune till the following year. You don’t have to cut it back, but it stops it becoming straggly, which it would do if you left it to its own devices. You don’t even need to deadhead it!

Another vote for salvia Hot Lips here. Vibrant red and white flowers, beautifully scented foliage, long flowering season, easy as pie to grow and care for. I started growing it last year and every time I saw it, it made me smile!
