Is it too late to take cuttings?

Of things like verbena bonariensis, penstamon etc? If not - are there any other cuttings I should be thinking about?

Still okay to take cuttings, but they will need a bit of protection if the temperature drops as far as they are saying it will by the weekend.

Do you have a cold frame or greenhouse to keep them in?

It is also a good time to take cuttings from shrubs and trees.

Yes it's a good time. Just pop in a sheltered spot and leave until late spring.
I wouldn't bother with verbena bonariensis as they self seed everywhere.

I just took a load of cuttings this morning, I take cutting from spring right through. I find it takes a few weeks for them to root, but the secret is to just leave them and not fuss. I use a floral knife and spent compost with rooting powder. prep them well, water and pop them in the shade. Anything tender, well it's going to die back anyway, so you've nothing to loose.
To be honest last winter I put a bunch of greens in my window boxes, come spring a lot of them had rooted. It's a great way to make free plants. Have fun.

You should be fine if you bring them indoors.

They will wilt indoors. Honestly I take a lot of cuttings. If you're worried about frost, put a plastic tote on them, but generally they will be fine.
