Recommend me a low hedge for south facing garden?

I'm after some help from people with more green fingers than me!

We have a south facing front garden which has virtually no shade in the summer so can be quite dry.

We've tried growing things in our flower bed directly in front of our bay window but nothing seems to last.

I'd really like to strip the bed out and put a low, ornamental hedge (I.e something I can cut to a simple square shape around the bay).

Im after something with a bit of interest that ideally has leaves all year round.

I was thinking of a red robin but my FIL tells me they do prefer to grow high and this would be a max of 80cm high that I would keep it to.

Can anyone recommend me something I can plant that will be ok on this environment?

Sage might work although not reach 80cm. Or Perovskia?

Euonymus or rosemary would be my choice.

Cotoneaster Decorus, or Cotoneaster franchetti would cope in these conditions and can be pruned to size.
I have also seen lavender used as a low hedge and lightly pruned to shape - (however I've always found lavender a little temperamental) and heather; buxus.

Lavender or rosemary if your winters aren't too severe. Sounds perfect for a dryish spot. You have to water in a bit in the first year.
