I see a lot of insect eggs that are likely to hatch into something that, at best, will eat the leaves. Is the egg layer still there? There are species of moth, I think the vapourer moth is one, the females are flightless. They're essentially bags of eggs. They use pheromones to attract the males who can fly. The species disperse through the caterpillars that leave their natal plant and march off to find somewhere to pupate, they'll often go some distance.

They don't look like lacewing eggs, which would be beneficial. I'd like a better look at the adult insects, assuming I'm not seeing something that isn't there.

Just remembered, I think codling moth have this life cycle too. They pupate in the soil around the trees, hence the grease bands around the tree trunks to stop them, climbing up. I know they're a pest on apple trees, don't know if them or a similar species affects plums.
