It could be an Australian Mint Bush, Prostanthera. It's hard to tell without a close up of the leaves.

have a look at these - I think your pic looks like Purple Pixie but there are lots that are similar

There are many different species and varieties of Hebe, ranging from small to shrubs 2m high.

Sorry, I disappeared. It looks like a Hebe albicans of some sort. Maybe Red Edge?
