We have just had our front garden revamped, is it okay to plant some plants in this cold weather and frosty spell we are having?

just don't pick anything fragile - hardy shrubs should be ok though - no expert but this will bump it for you anyway

Apparently tulip bulbs planted now in pots are a good idea, so an expert friend told me.

You can plant garlic in winter and you'll get lovely flowers in spring/summer. You can then choose either to leave them as flowers, or cut off the flower heads and allow fat garlic bulbs to develop.

I think you can plant daffs and tulips right up to the New Year, though they'll obviously flower later than if you planted them in October.

Woody plants - trees and shrubs - can be planted too, I think.

(Not an expert, either, but I've been looking into this myself as I'm very late with my garden.)

Avoid it if it's really frosty, it's just not fair to put good plants into frozen ground. If your plants have bare roots just bung them in a shallow trench to give the roots some protection and keep them from drying out, then plant them properly when it's a bit warmer.
