What to plant in southwest facing raised bed

I have a raised bed along the side of my front path that has previously had a low hedge. The front of the house (Victorian terrace) is southwest facing, and the bed is about 1.5ft x 15ft and forms the boundary with nextdoor (their path is the other side). I'd like some colour but watering is a bit of a faff at the front, so it needs to be things that don't need daily watering.
I thought maybe some lavender with bulbs for the spring.
What would you plant there?

Lavender (get English rather than French as they're more frost hardy) for scent.
Calendula or Cornflowers for summer colour.
Sage as ground cover and to show off the flower colours.
Tulips and Narcissi for spring colour.
Sedum for late summer/autumn interest.
Then add winter shape with something like a couple of blueberry bushes or a Smoke Bush (continus?)

Ooh great ideas, thank you. I hadn't thought of using sage. My only experience with sage is old tangly, woody shrubs, are there different versions?

They can all get woody if left too long, but if you cut them back to about 4-6in tall in the late spring they fill back out over the summer without taking over.
