Honeysuckle problems

I planted a Late Dutch honeysuckle in March. It suffered quite badly with the frosts, but then rallied and started growing quite well. But it's not flowering yet, I expected it to by half way into July, and it has developed mildew. Should I just cut it back now? Do I need to move it, since it's East facing, but does get some sun, I have roses in front of it that are doing very well.
Should I not expect it to flower until next year?

I can't answer on the cutting back as I've just let mine run riot. It's looked very sorry fir itself a few times though, but has always sprung back. It's roots are in shade, but the top gets a lot of sun, but is mostly sheltered, bar occasional high winds

It took 5 years to flower though & only 2 flowers that first year. It's covered in beautiful yellow pink, wonderful smelling flowers now though, so well worth the wait.

I might have been unlucky though, as we don't have the best growing conditions. It's basically in a very large planter, but to me it looked like it took a few years to fully establish itself

I wouldn’t necessarily expect it to flower in it’s first year, it’s still establishing itself.mildew is likely because the soil was too dry. I’d leave it in peace, maybe water in dry periods
