Just that. I’d like to know what it is but also why the base is growing shoots - and should I leave them or cut them off? Thanks!

That’s a wayfaring tree, Viburnum lantana. It may be grafted and growing suckers from the rootstock, or it may just be reacting to the angle of the trunk.

Thank you so much @MereDintofPandiculation. I’ve compared to online photos and I concur. The budding blossom is reminiscent of elderflower. I will compare again once the blossom fully comes out (late - it’s partially woodland garden so quite shaded).

Should I leave those offshoots alone then?

Yes, I'd leave them alone, as long as the leaves on them are the same as the leaves on the leaning bit and you are confident they are all the same tree. If the leaves are different, indicating they're coming from a rootstock which is different from the top growth, then you need to decide which you prefer to keep - growth from the rootstock will overwhelm growth from the scion if you leave it to grow.
