The dying lower leaves of a succulent

Over time the lower leaves of my succulents wither and die and I gently pull them away for tidiness.

Will leaves resprout from the lower stem? or will I be left with a leggy succulent?

Depends what the plant is! But no, they don't usually sprout new leaves from a bare stem.
Depending on what this plant is (Echeveria?) you can behead it under the lowest leaves, leave to callus for a week or two, then rest it on some gritty compost and it should develop roots within about a month, when you can pot it up. The bare stem might then produce some baby offshoots, but again, depends on what it is.

One an echeveria Dicks Pinks and the other a somewhat stretched echeveria purple pearl

I behead all mine when they get leggy, and restart them again. Very easy to do, and needs to be done quite regularly. Some grow taller than others depending on the cultivar.

No sign of anything yet though I think rosette and leaf cuttings will give me new plant(s)

You just need a bit of patience, @Aridane, they can take a while sometimes. And as the autumn seems to have arrived, they won't be making much growth now. Good luck with the rosette and leaves, I'm sure they will succeed for you.

You can also lie some leaves on compost and they usually sprout roots and grow a new plant. I found it best to water from below so surface stays mostly dry to prevent the leaf rotting first.

You could try this with a couple of leaves as a back up. Here are the new plantlets with the old leaves starting to disintegrate.
