I think this is an Astilbe.

The leaves look nothing like my astilbe, unless the white flowering plant is growing through a bigger shrub so only the flowers are visible?

I think you can, needs a big pot though. Likes shade or semi-shade and needs watering regularly if in a pot. Would need a bit of shelter in winter, is hardy if planted in a bed.

I have a big pot in a shady spot that needs a nice big plant just like this. Are the white flowers annual?

Yes, they are. This is a herbaceous plant, it does die back overground and you cut back the topgrowth once the plant has dies back (late autumn), ideally apply a thick layer of mulch to protect from snow/harsh frost. It will come back in spring. If you move the plant to a pot, it may sulk in the first spring and summer and not flower but should do one it is happily settled. I would not move now unless you have a cool and damp spell but move in September; moving in hot weather will stress the plant too much.

Thanks, I don't have this plant yet but saw this today while out at a park. So if I bought one, it would be best to do so after summer?

If you are buying from a nursery then you would be probably be ok, digging up and replanting in a pot would be very stressful for the plant. During a hot spell I would never move plants, your best bet is to wait for cooler and maybe wetter weather.
