Conifer or Leylandi?

Not sure if these are 2 of the same or different? Novice gardener here.
My neighbours have inserted a new fence panel which is at least a foot higher than the others. I cannot fathom some people! Anyway it looks ridiculous from my side and am wondering what to plant in front of it which is fast growing so I do not have to look at the eyesore?

Do not plant Leylandi in a normal size garden. In fact, most conifers are inappropriate in an ordinary garden. How high is the fence panel?

Thanks. It is difficult to say how high, possibly 6ft or 7ft? Issue is the concrete base is higher than the others, hence the panel is probably the same height as the others but the higher base is causing the extra height. Not sure why they replaced it as the existing panel seemed fine, in fact having only fairly recently moved in I am unsure who owns what side? I was not home when it was moved of course and whilst I am comfortable approaching them about it I do not want to get in to fence disputes with newish neighbours. There are existing well established conifers at the bottom of my garden and I had been planning to plant another as there is a large gap at the bottom, so my thinking was I should now do it sooner than later.

Plant a Laurel, they’re easier to control, by pruning and are more interesting with flowers and berries.

Update, I have purchased a 2 - 3 ft Cherry Laurel, bargain price in clearance at a local nursery.

Clematis are a good idea. I grow less invasive varieties through mine, it’s lovely to see the colourful flowers popping through.
