It's cuckoo spit. Which isn't spit and isn't from a cuckoo.

Inside is a pretty harmless bug called a froghopper - well, a young one. I just ignore it.

Cuckoo spit! My dads lavender was always covered in it in the spring when I was growing up. It's spittlebug eggs. IIRC they're harmless to you and your garden.

There's some sort of larvae in there turning into an insect but I can't remember what insect it is...

They aren't harmless, they latch onto your plant and suck like buggery. I get them off anything I want to flourish. I let them be up the top of the garden.

Ah that's cuckoo spit I used to love getting rid of it with a pressure sprayer as a child in my grandparents garden

I have them in my Rosemary and assumed they were spiders. My rosemary plant looks like a Christmas tree there are so many!
