What to do with this patch by my house?

I have a flower bed in front of my house, it is NW facing and has been completely barren for years apart from weeds which keep popping up.
It’s on a slight incline, sloping down towards the house. There’s a gravel driveway next to it and because of the incline, in heavy rain it does tend to wash down into the bed.
I’ve made a start on digging up the weeds but I have no idea what to put there. We have clay soil and there are a lot of stones in there. Does anyone have any suggestions to create something low maintenance that looks nice? I don’t know that much about gardening other than telling the difference between plants and weeds.
Towards the top of pic 1 is the main road and ideally I’d also like to put something on our border too, rather than a mass of grass and weeds.

My parents have done something similar to this outside the front of their house, we are thinking of doing similar in the flower bed in our back garden. It's very low maintenance and does look nice and neat and tidy.

I’d second GardenGeek’s suggestions, and add vinca and pyracantha for ground cover/to suppress weeds. Succulents need sunshine and NW facing might be a little too shady for them.

Good old Cranesbill Geraniums would fit the bill.
They come in a wide variety of types, large and small with colours ranging in from dark purple, blue, pink through to white. They are virtually maintenance free, except for removing spent leaves in the Autumn.
Planted alongside some already suggested evergreens they would brighten up the bed.

Thank You for the many suggestions, I’ll make a shopping list and carry on digging!
What kind of mulch should I use? Is it something I buy or do I use compost?
