Shady weedy area help!

Novice gardener here!

We share a large garden with several neighbours. However, none of them bother with if at all so I am doing my best to try and smarten it up. At the moment all I've done is clear paths and cut the lawn.

At the bottom of the garden there is a large patch of tall weeds (see attached)

What I want to know is

a) How do I go about getting rid of them?

b) What could I plant in this very shady area? Could I put grass seed down? I'm reluctant to spend much money as it's not my own garden if you see what I mean?

c) Any ideas for making this shared fence look better? Neighbours dog frequently gets through so thinking I need to sort of cover if??

Any advice much appreciated!

Hack down, dig up and clear is the only way to sort the weeds area. Chemical clearance will prevent growing other plants, or you could gravel it. There are lists of shade loving plants on here, or on RHS site.
Spreading crainsbill geranium would be a good one.
As for the fence, the cheapest way would be a roll of mesh/ bamboo from the DIY/ garden centre, and fix it do the railings.

Thanks @JT05! I meant to mention that there are both cats and dogs that use the garden so not sure about using chemicals. Are any pet safe??

Glad to hear that! If you go for gravel then you could put down a weed suppressing membrane.
