identifying a shrub

without a picture Blush .I know I'm stupid and should learn and get a new phone but I can't take or post pictures .

anyway - shrub seen yesterday in garden up ( main road ,London ) the road has slender ,arching branches covered in tiny clusters of white flowers .Not too big ,about 3 ft ?

I think it's flowering on the bare wood ,before the leaves .Will check that detail when I go out today .

I have googled but not succesful so far .

it's not the viburnum ,could be spirea or flowering quince ..

I'm not sure - there are no leaves and the flowers are v small ,it's v light and airy .Not thick clusters of flowers .

The branches are reddish and it looks very much as though it was once a much larger bush which has been cut back .
