bagfuls of leaves: what to do with them?

I am finally turning my attention to the garden this year.
We have lots of trees nearby so I have collected about 50 black bin bags of leaves in the 2 autumns we've been here. They are mainly oak and as much as if like leaf mulch I think I'll be waiting several years with ever increasing piles of bags.
shall I take them to the tip and enjoy the clear space or incest in a composter t9 be more effective and neater (I have seen wire type boxes which are supposed to encourage the leaves to break down faster.
I have a vague memory of seeing a place that you can take your stuff to for composting and swap it for compost. do such places exist or have I imagined it all?
Any advice welcome for a complete gardening novice.

I just leave mine in the bin bags. I reckon they take three years to break down, so I use coloured string to tie the tops so I know which year is which. I have worked out how many bags I can use in a year and any more than that go in the council green waste bin.

I have leaf mold envy Envy. There are so few deciduous trees in Australia, and none in my garden, that I'm reduced to sweeping leaves off the street to get some. In addition the garden is planted to within an inch of its life, so nowhere to store the bags.
