tobacco plants (nicotiana) smell lovely and are annuals so would be ok

Pinks can smell fantastic if you get the right variety. Chamomile is great for ground cover and smells good if you plant it where it can be walked on or brushed against occasionally. There are varieties of geranium and pelargonium that have unusual smells (like lemon or chocolate). There also a plant that smells of chocolate, I think it's called Acubus or something, I'll see if I can find a link. I suspect it might not be hardy though.

Chocolate vine , i was wrong it is fully hardy.
These smell chocolatey too, but you would have to protect them in winter.

Skimmia is incredibly fragrant, but you won't want to be sat in your garden when it flowers (early spring)

witch hazel is very hardy and scented nice winter and autumn plant

ceanothis is probably too delicate for you area..and I can't find a scented one now..I was sure there was one!

Heliotrope / cherry pie though it needs to have the sun on it to give off the best perfume.
It is the most beautiful thing I have ever smelt after my dd's heads when they were babies

oh, oh, plant night-scented stock!

not as pretty as regular stock but smells fantastic in the evenings, is piss-easy to grow and onyl gets to 18in or so. Tis annual though so have to re-seed but def worth it.
We have it along the front path so we smell it as we come home...

Sorry got carried away with the title and didn't read any of the threads first it is not hardy and usually grown as an annual but deffinatley worth putting a few pots of it about for the summer. Eleagnus is very inconspicuos as a shrub but the scent it gives of in flower is wonderful, if you have space they make a good informal hedge, which you barley take notice of until you start following your nose.
