Lavender would do very well and would get enough sun. Choose a variety that will fit your height requirements, ie Imperial Gem as some can get too big for your plot. Unless you are in very mild parts of the UK I'd go for English lavender as well as it is hardy unlike the more showy French varieties. I prune mine after flowering which means that by late autumn it is very green again and remains so throughout the winter. Don't get the bit about "perennials around it" as your evergreen is a by default a perennial. You could plant some Iris histroides 'George' in autumn and some allium hollandicum 'Purple Sensation' for purple & green pretty much year round colour at low cost.

i meant that i wanted something that wouldn't die back in winter like my existing perennials seem to! they sort of die and disappear till spring!

passion flower
tree peony
camellia
rhodedendron
choisya ternata sundance
daylilies
irises
lavender
rosemary
winter jasmine

^ most of these will be well taller than 2 foot and although frequent pruning could keep them small I doubt they would look good kept at 2 ft. Daylilies are not evergreen and even iris struggle to look good year round.

I have a South facing border in front of my lounge.Things that have been good this year have been alliums.I have the 2 purple varieties -one has has already flowered and the bigger paler ones have been absolutely stunning [and are still in flower],as are the white ones.Iris and tulips have been beautiful and Acidanthera has been growing nicely [though is not in flower yet].I also have Gaura and Hollyhocks and lots of creeping Campanula.I have very free draining soil that bulbs seem to love.I have winter flowering Honeysuckle as a base plant in winter which is kept very low and well trimmed.

COuld you have box hedging as an edging plant with perennials behind it?
Bulbs such as Allium or Tulips look great with Box or Astrantia work well and flowers for months.
